ARTICLE V. LAND DEVELOPMENT AND OVERLAY DISTRICTS AND DISTRICT REGULATIONS; TABLE OF USES
Summary: This article divides the Town of Waynesville into districts for the purpose of regulating the use of lands within and setting forth the development standards for each district. A Table of Uses is provided. In addition to the general land development districts set forth, overlay districts are also provided.

Purpose and Type of Districts.
(A) Purpose. Promoting the public health, safety, morals, and the general welfare of the community. Implementing the Land Development Plan for the town. Providing for the orderly growth and development of the town and for the efficient use of its resources. Securing safety from fire, panic and other dangers. Facilitating the adequate provision of transportation, water, sewage, schools, parks and other public requirements.
Types of Districts.
(1) Land Development Districts. The standards set forth for the erection, construction, reconstruction, alteration, repair or use of buildings, structures or land within each district are designed to support the vision.
(2) Overlay Districts. Overlay districts are districts that overlap one or more of the land development districts. Overlay districts have a distinct purpose in their creation and impose requirements, in addition to those of the underlying land development district, that are designed to achieve that purpose.
154.101 Designation of Districts on Official LAND DEVELOPMENT Map. Official Land Development Map.
The Official Zoning Map of the Town of Waynesville shall be known as the Official Land Development Map. Each land development and overlay district shall be shown on the Official Land Development Map for the Town of Waynesville. The Official Land Development Map shall be maintained in the Waynesville Planning Department and a copy shall be kept on file with the Town Clerk. The Official Land Development Map shall bear a stamp showing the effective date of this chapter and bearing the words: "Official Land Development Map, Town of Waynesville, North Carolina." (B) Land Development Map as Part of Land Development Standards. The Official Land Development Map for the Town of Waynesville, and all district designations, boundaries, figures, letters and symbols shown on such maps are hereby declared to be a part of this chapter.
