What requires a permit? When a person, firm or corporation erect, construct, enlarge, install, alter, repair, move, improve, remove, convert or demolish any building, structure or service system within the jurisdiction of the Waynesville Inspection Department they must first apply for and obtain a permit. (G.S. 143-138(b), 153-357, 160A-417). A permit fee schedule is available here. What information do I need to obtain a permit? 1. A drawing and description of work to be performed (not needed for manufactured housing). 2. Visit the Land Use Department of the Town of Waynesville and obtain a "Land Use Certificate". 3. For a manufactured home you will need a bill of sale. 4. Name and license number of all contractors and sub-contractors. 5. If applicable an approved sewage disposal permit from the Haywood County Environmental Health Office.
Is there an application? Yes, it would be helpful to print and bring with you. Go to Town Hall Departments and Services. Click on Printable forms and choose Building Inspection Permit Application. How do I schedule an inspection? Contact the Waynesville Building Inspection Office by telephone during normal office hours and every effort will be made to perform the inspection that same day, or the following day. When may I occupy a building under construction? After all inspections have been performed and a "Certificate of Occupancy" is issued. The "Certificate of Occupancy" shall only be issued after all federal, state and local laws have been met. How do I know if I am in the Town of Waynesville Jurisdiction? codeenforcement@townofwaynesville.org The Town of Waynesville Code Enforcement Office handles many kinds of problems and complaints inside the corporate limits of Waynesville. Outlined below are some of the more common violations. Grass and Weed Overgrowth: Section 26.51 Code of Ordinance Maximum Height - No owner, lessee, possessor or occupant of any property situated in the Town and within 300 feet of another person's building occupied as a residence or business shall allow or maintain on any such property any growth of weeds and/or grass to a height of over ten (10) inches. Accumulation of Solid Waste: Section 44.2 Code of Ordinance No person may cause, suffer or permit refuse to accumulate or remain on premises under his control except for collection by the Town or some other licensed refuse hauler. It shall be the duty of all owners, proprietors, or persons in charge of every business of every kind and description, and of every office, private residence, and all other buildings or premises to keep such free from all refuse, building materials, bulky items, hazardous waste and industrial waste. Junked and Abandoned Motor Vehicles: Section 26.127 Code of Ordinance It shall be the duty and responsibility of the owner of any abandoned or junked motor vehicle to cause its removal immediately and to pay all cost incident to the removal. It shall be unlawful for any person to allow a motor vehicle owned by him to remain after notice has been given to such person to have the vehicle removed. Housing and Building Related Violations: Require the filing of a complaint form with five signatures from Waynesville citizens that can verify the violation(s). Housing: Section 38 Code of Ordinances Condemnation of unsafe buildings: Section 10-157 Code of Ordinances Occupancy Use Inspections Another aspect of Code Enforcement is Occupancy Use Inspections. These inspections are performed when a new business occupies a space inside the Town limits. This inspection is for building requirements for safety, electrical hazards and fire prevention standards. There is a charge of fifty dollars ($50) for this inspection. Go to Town Hall Departments and Services. Click on Printable Forms and choose Occupancy Use Inspection Compliance Form. Building and Fire Inspections The Code Enforcement Office also performs the building and fire hazard inspections for businesses wishing to sell products under the control of the Alcohol and Beverage Control Agency (ABC). There is a charge of one hundred dollars ($125) for these inspections. Before contacting the Code Enforcement Office you will need to contact the Town of Waynesville Land Use Department to make sure you are within a neighborhood district that allows the sale or distribution of these products, and after the inspection you will need to visit the Waynesville Police Department to finish with the local work on your application.
